1. It's not a case of the BBC charter "mandating" DRM. It's more a case that the charter, which entitles them to licence revenue, requires them to provide programmes "for free" to citizens of the United Kingdom, and requires them to charge when those same programmes are shown to Johnny Foreigner. This is the very reason that iPlayer itself is geographically restricted. The iPhone hack will enable people overseas to get for free programmes that the licence payer has paid for. It for this reason that the BBC charter requires them to plug this hole. Ideological approaches to DRM notwithstanding.
